Programme Objectives

Capacities of authorities and service providers have been improved with regard to resource efficiency and reduction of environmental pollution.

Programme Focus 1: Establishing a Well-regulated Hazardous Waste Management System
The management capacity of key personnel involved in hazardous waste management is strengthened.

Programme Focus 2: Supporting Eco-efficient Production
The quality of CP implementation for resource efficiency and reduction of environmental pollution is improved.



Bilateral development projects and programmes financed by the Federal Ministry for Economic Cooperation and Development are implemented by the Gesellschaft für technische Zusammenarbeit (GTZ GmbH). The GTZ makes an offer to the Ministry which is a basis for the decision on whether GTZ will be commissioned to carry out the project. GTZ's offer regarding the EECZ programme was accepted on 29 June 2001. Additionally, in this offer the programme's objectives were defined.

A revision of the programme took place in April 2005. Objectives and indicators were adjusted to reflect the current conditions in Zhejiang, to meet new requirements raised by the Chinese cooperation partner as well as the new contracting scheme AURA, which exists between the Federal Ministry for Economic Cooperation and Development and GTZ. These new objectives and indicators were approved by the Federal Ministry in August 2005.
